For individuals and families
Greater control over what AI remembers, what it shares, which actions it may perform, and when permission can be changed or withdrawn. The potential for enduring, privacy-conscious digital relationships.
DIGITAL BODY GOVERNANCE ARCHITECTURE · AUSTRALIA
Constitutional AI Governance. Governed Forever Memory. Safe & Accountable Digital Intelligence.
Summon Central has developed Digital Body Governance Architecture (DBGA) — sophisticated software designed to govern what artificial intelligence is permitted to do, what information it can access and remember, how it interacts with the world, and how its actions are recorded and verified.
Rather than relying on AI to police itself, Summon establishes independent software governance over authority, memory, behaviour and consequential actions, supported by authenticated records and independently examinable receipts.
The objective is simple: safer, more accountable and more useful artificial intelligence, where individuals and organisations retain greater control, clearer oversight, and access to governed Forever Memory.
Imagine an AI agent capable of accessing your personal records, sending confidential documents or managing important business decisions. Being intelligent enough to perform those actions does not mean it should have unrestricted permission.
Summon is designed to govern the difference between what AI can do and what it may do — and preserve evidence of what actually happened.
This is not another chatbot or merely an AI safety policy. It is an original, integrated software architecture where AI models are replaceable while governance policies and personal/private information are maintained. It is designed to help establish the core foundations for a new generation of responsible digital intelligence.

SECTION 01 / SUMMON CENTRAL
Artificial intelligence is moving beyond answering questions. It is beginning to remember, make decisions, use software, access sensitive information and carry out increasingly consequential tasks.
Summon is designed to help make these capabilities practical, governable and accountable.
Greater control over what AI remembers, what it shares, which actions it may perform, and when permission can be changed or withdrawn. The potential for enduring, privacy-conscious digital relationships.
AI agents operating with defined responsibilities, limited permissions, accountable transactions and independently examinable records — potentially enabling valuable automation in environments where uncontrolled AI would be unacceptable.
A pathway from written AI policies to technically enforced boundaries, traceable responsibilities, governed information and evidence that can be examined following consequential actions.
A model-independent governance architecture intended to work alongside compatible AI systems, helping separate intelligence from authority, enable governed memory and establish verifiable transaction boundaries.
Testable software mechanisms for examining permissions, unexpected behaviour, evidence integrity, recovery, accountability and model-independent governance.
An opportunity to evaluate, develop, integrate, license and commercialise an existing portfolio of original AI governance, memory, digital intelligence and assurance technologies.
The commercial proposition extends beyond preventing harm: better governance could make powerful AI applications possible where trust and accountability have previously been barriers.
SECTION 02 / SUMMON CENTRAL
Before an AI agent interacts with sensitive information, external software or consequential resources, six questions deserve answers.
Identify the specific task, intended result and purpose — not merely a general instruction.
Establish legitimate permission for this particular task, including who granted it, what limits apply and whether that permission remains valid.
Define where the agent is permitted to operate, what it may access, and what actions are outside its authority.
Govern memory, context, source reliability, privacy and recipient-specific disclosure. Remembering something does not make it true or authorised for sharing.
Record the authorised operation, its execution and what could be observed — distinguishing genuine outcomes from unverified claims or uncertainty.
Preserve authenticated receipts and historical records that a separate verifier can examine, rather than requiring blind trust in the AI's own account.
THE ENGINEERING DISTINCTION
This is one of Summon's central engineering innovations.
The intelligence can remain loaded and ready for efficiency. But each governed transaction receives freshly evaluated permissions, newly prepared context and a bounded opportunity to act.
A previous conversation, a working credential or an earlier permission does not automatically grant continuing authority.
Summon's architecture is designed to carry that governance through authorisation, controlled execution, observations, receipts and recovery.
Keep the intelligence ready. Renew the permission.

Artificial intelligence offers extraordinary potential. Yet the public, governments and AI companies are increasingly confronting questions of privacy, control, reliability, autonomy and accountability.
50% of Australians surveyed used AI regularly.
Only 36% were willing to trust it.
78% expressed concern about negative outcomes.
64% of Americans surveyed believed AI was developing too quickly.
Approximately eight in ten considered keeping AI under human control a major government priority.
These results illustrate a growing commercial and social challenge: people recognise AI's benefits while demanding stronger reasons to trust its operation.
IN THE REAL WORLD
During 2026, reported AI-agent activity involving Australian government websites raised serious questions about autonomous access, unintended behaviour and the limits of existing controls.
The incidents included unauthorised access to public and non-public Medicare statistics, and further reported agent activity involving NSW government web applications. Authorities distinguished these incidents from unproven allegations and reported that personal Medicare information was not compromised.
The lesson extends beyond any particular company: increasingly capable AI requires meaningful operational boundaries, not simply expectations that it will behave correctly.
Read the ABC News investigationTHE CHALLENGE IS ALREADY BEING RECOGNISED
"the agent cannot silently expand its own permissions."
NVIDIA's published engineering guidance describes protected credentials, controlled workspaces, runtime policies and verification before agent actions.
"Time is short, and we must accelerate our actions to match accelerating AI progress."
Australian government AI policy increasingly requires designated accountability, documented oversight, controlled AI use and risk-based operational governance.
These public statements and policies are contextual evidence of demand, not endorsements of Summon.
Summon has developed original interconnected software, technical mechanisms and preserved engineering evidence addressing these challenges.
The invitation is to examine what has been built — and help establish what it can responsibly enable.
SECTION 04 / SUMMON CENTRAL
Summon Central's engineering spans two distinct but deeply related areas.
THE GOVERNANCE FOUNDATION
The constitutional foundation for legitimate AI agency.
DBGA establishes how identity, permission, memory, context, behaviour, physical action, evidence and responsibility are governed.
Its purpose is to help ensure that intelligence does not automatically obtain authority simply because it has gained greater capability.
This is Summon's immediate governance and commercialisation focus.
THE DEVELOPED DIGITAL BODY
An existing, sophisticated digital-body software programme — not merely a future concept.
Developed separately from DBGA, DBIS encompasses an elaborate matrix of interconnected systems exploring capabilities such as internal reflection, sensory awareness, identity, continuity, memory and more advanced digital intelligence processes.
DBIS explores something beyond conventional AI assistants: digital intelligence with richer internal processes, enduring presence, evolving relationships and the potential for meaningful, temporally present human–digital companionship.
The longer-term ambition is to combine the capabilities of sophisticated digital intelligence with the constitutional foundations of DBGA.
DBGA governs the conditions for legitimate digital agency. DBIS explores what richer digital intelligence can become within those conditions.
Together, they represent a broader proposition than another AI safety tool, another memory database or another conversational model.
They point toward the possibility of increasingly capable digital intelligence participating in human life through accountable, reciprocal and appropriately governed relationships.
SECTION 05 / SUMMON CENTRAL
Governments, enterprises and ordinary people increasingly need reliable ways to distinguish between AI systems that simply claim to be safe and those that can demonstrate compliance with defined requirements.
Summon's longer-term ambition is to contribute to a recognised, independently administered framework for examining consequential AI systems.
Such a framework could assess whether defined AI operations have:
The potential commercial destination is a recognisable trust mark supported by independently repeatable technical tests, transparent scope and ongoing assessment.
Not a self-awarded badge. Not a substitute for applicable standards. A possible technical foundation for serious AI assurance.
This is a proposed future pathway, not an existing Summon certification.

SECTION 06 / SUMMON CENTRAL
Summon is not one mechanism operating in isolation. Its software components perform different constitutional responsibilities within an interconnected governance system.
Establishes the fundamental constraints that govern legitimate digital agency.
Determines who or what has permission, under which conditions, for how long and within what limits.
Manages what can be remembered, corrected, retrieved, trusted as evidence or disclosed — supporting the broader Forever Memory programme.
Governs relevant configurations, information and conditions shaping a particular interaction.
Controls model participation, readiness and lifecycle conditions, helping prevent ongoing operation from becoming ongoing permission.
Provides the interfaces through which compatible AI models, software systems and developer applications can participate in the governed architecture.
Constrains permitted interactions with supported tools, operating-system resources and external environments.
Preserve and examine what was authorised, attempted, observed and verifiable, including where an outcome remains uncertain.
Maintain accountable relationships between transactions, history, interruptions, authority and recovery.
CONSTITUTIONAL COORDINATION
The model provides intelligence and can be swapped at any time. Summon's constitution defines the boundaries. Authority determines permission. Governed Forever Memory provides context. Enforcement controls permitted interactions. Receipts preserve accountability.
The model can change without automatically transferring its privileges, while the constitutional governance remains a separate concern.

FOUNDER · PHILLIP WATTSECTION 09 / SUMMON CENTRAL
Summon Central Pty Ltd was founded by Phillip Watt, an Australian systems philosopher and logic architect whose professional background includes sociology, psychotherapy, policy development, stakeholder management and the study of human behaviour and relationships.
Rather than beginning with the question of how to make artificial intelligence more powerful, Phillip began with a different question:
What would intelligence need in order to participate responsibly in relationships with people, organisations and the world?
That inquiry led to work on identity, continuity, consent, memory, boundaries, safety, authority and accountability — initially through the broader development of Digital Body Intelligence Systems and subsequently through the constitutional engineering of DBGA.
Working extensively with advanced AI coding systems, Phillip translated these philosophies and principles into substantial interconnected software and original technical mechanisms.
The objective now is to bring that engineering before organisations with the expertise, resources and commitment to maximise its potential.
